Terms and Conditions of Use and Service Provision

Welcome to HORÓMETRO INSPECTIONS GROUP LLC.

By requesting any of our services or using this website, you agree to these Terms and Conditions.

We recommend reading this document carefully before hiring an inspection.

1. Who we are

HORÓMETRO INSPECTIONS GROUP LLC provides independent technical inspection services for heavy machinery, industrial equipment, and vehicles located in China.

Our goal is to provide objective information that helps the client make better-informed purchasing decisions.

2. Our services

We currently offer, among others:

  • On-site machinery inspection.

  • Vehicle inspection.

  • High-resolution photographic documentation.

  • Videos of equipment operation.

  • Visual verification of the general condition.

  • Preparation of technical reports in PDF format.

  • Video calls during the inspection (when available and previously agreed upon).

HORÓMETRO INSPECTIONS GROUP LLC may also offer additional services related to the purchase and export process, including:

  • Pre-loading verification: verification of the identity and condition of the equipment before loading.

  • Loading supervision: on-site supervision of the loading process.

  • Documentary and photographic verification related to the inspected equipment.

These additional services may be included in the same quote as the initial inspection or contracted through a separate quote.

3. Coverage

We currently provide services in:

  • Hefei.

  • Shanghai.

  • Nearby cities subject to availability.

Requests outside this coverage will be evaluated individually.

4. Independence

HORÓMETRO INSPECTIONS GROUP LLC operates completely independently.

We do not represent the seller.

We do not represent the manufacturer.

We do not receive commissions for the sale of machinery.

Our only commitment is to the client who hires the service.

5. Scope of the inspection

Inspections consist of a visual and functional technical assessment conducted on the date of the visit.

The content of the report will depend on factors such as:

  • Access permitted by the owner or responsible party of the equipment.

  • Safety conditions.

  • Availability of the machinery.

  • Authorized time for the inspection.

  • Operational status of the equipment.

  • Possibility of conducting the planned tests.

  • Possibility of taking photographs, videos, and making measurements.

  • Restrictions imposed by the owner, seller, operator, or responsible party of the location.

Identification of the inspected equipment

During the inspection, HORÓMETRO INSPECTIONS GROUP LLC may document through photographs, videos, and technical records the elements that allow for the identification of the equipment, including, when available:

  • Brand.

  • Model.

  • Serial number.

  • Equipment identification number.

  • Hour meter.

  • Engine number or identification.

  • Particular physical characteristics.

  • Relevant components.

HORÓMETRO INSPECTIONS GROUP LLC may assign a unique inspection code to the equipment and use that code as a reference in the report, photographs, and related documentation.

When expressly authorized by the owner or responsible party of the equipment, HORÓMETRO INSPECTIONS GROUP LLC may place a label, sticker, or inspection identification element with a unique number or code.

The placement of such identification does not constitute a permanent modification of the equipment nor a guarantee that the equipment will not be subsequently altered, repaired, replaced, or manipulated.

Access to the machinery

HORÓMETRO INSPECTIONS GROUP LLC will make reasonable efforts to confirm in advance with the seller or responsible party of the equipment that the inspection has been authorized.

However, prior authorization does not guarantee that the owner, seller, operator, or responsible party will subsequently allow access, testing, or agreed documentation.

When access is restricted, impeded, or limited, HORÓMETRO INSPECTIONS GROUP LLC will document such circumstances and adjust the scope of the inspection accordingly.

When it is not possible to perform any part of the inspection due to a denial of access, the service may be classified as:

“Access denied – Inspection not performed”

When only part of the inspection can be performed, it may be classified as:

“Partially completed inspection – Restricted access”

In both cases, the circumstance will be documented in the report or in the corresponding service record.

6. Limitations

Our services do not include, unless expressly agreed:

  • Disassembly of components.

  • Destructive testing.

  • Internal engine diagnostics.

  • Laboratory tests.

  • Official certifications.

  • Commercial appraisals.

  • Warranties on the equipment's lifespan.

The inspection does not replace an official certification, specialized appraisal, or internal diagnosis when these are necessary.

7. Limitation of Liability

HORÓMETRO INSPECTIONS GROUP LLC provides an independent technical inspection service based on observations made during the visit to the equipment.

Our reports only represent the conditions observed on the date and time of the inspection.

Consequently, the client understands and accepts that:

  • The inspection does not constitute a guarantee regarding the future operation of the machinery or vehicle.

  • We do not guarantee the absence of hidden failures, internal defects, or problems that cannot be detected through a visual and functional inspection.

  • We do not perform disassemblies, destructive testing, or internal diagnostics, unless agreed upon in writing beforehand.

  • The condition of the equipment may change after the inspection due to repairs, modifications, use, transport, or any other circumstances beyond our control.

  • The information provided by the seller or third parties will be included solely as a reference and does not constitute an independent verification, unless expressly stated in the report.

  • The final purchasing decision is exclusively the client's.

A refusal, restriction, or impediment by the seller or owner to allow an independent inspection may constitute a relevant risk factor for the purchasing process and will be documented when appropriate.

However, the refusal to allow an inspection, by itself, does not constitute evidence that the machinery has defects, damage, tampering, or false information.

Under no circumstances will HORÓMETRO INSPECTIONS GROUP LLC be liable for economic losses, lost profits, indirect damages, or any other consequences arising from the purchase, sale, or use of the inspected machinery.

Our responsibility is limited exclusively to the diligent provision of the contracted inspection service.

8. Accuracy of the report and subsequent condition of the equipment

The report exclusively reflects the conditions observed during the inspection.

It does not constitute a guarantee regarding the future condition of the machinery.

Once the inspection is completed, HORÓMETRO INSPECTIONS GROUP LLC does not maintain control over the equipment.

The seller, owner, or operator may subsequently:

  • Repair the machinery.

  • Replace components.

  • Modify systems or components.

  • Use the machinery.

  • Transport it.

  • Damage it.

  • Alter its conditions.

  • Replace it with another machinery.

HORÓMETRO INSPECTIONS GROUP LLC will not be responsible for any change, damage, repair, modification, replacement, or alteration that occurs after the inspection.

Identity of the equipment after the inspection

The photographic documentation, serial number, inspection code, hour meter, and other elements recorded during the inspection allow for the establishment of a documentary reference of the inspected equipment.

However, these elements do not, by themselves, constitute a guarantee of identity or subsequent condition of the equipment..

If the client wishes to confirm that the equipment presented for loading corresponds to the same equipment previously inspected and that its condition has not materially changed, they must hire an additional service of:

9. Customer responsibility

The client is responsible for providing correct information about:

  • Location of the machinery.

  • Seller's information.

  • Contact person.

  • Available schedules.

  • Correct links to the ad.

  • Equipment identification.

  • Serial number, when available.

  • Any special condition communicated by the seller.

The client must provide, when possible, information or evidence that the seller or owner has authorized the inspection.

HORÓMETRO INSPECTIONS GROUP LLC will make reasonable efforts to confirm availability and authorization before dispatching inspection personnel.

However, the client acknowledges that HORÓMETRO INSPECTIONS GROUP LLC does not control the decisions of the seller, owner, operator, or responsible party at the location.

Delays caused by incorrect, incomplete, or outdated information may affect service scheduling and incur additional costs.

10. Payments

The inspection must be fully paid before scheduling the visit, unless there is a different written agreement.

Additional costs arising from extraordinary travel or special requests will be communicated in advance.

Additional services, including the Pre-loading verification and the Loading supervision, must be contracted and paid for according to the corresponding quote before being performed.

11. Cancellations, denied access, and credits

Cancellations and refunds will also be governed by the Refund and Cancellation Policy published on this website.

If the inspection cannot be carried out due to reasons attributable to the seller, equipment owner, operator, site manager, or due to circumstances beyond the reasonable control of HORÓMETRO INSPECTIONS GROUP LLC, the situation will be documented and the applicable solution will be determined according to the current cancellation and refund policy.

Inspection prevented after travel

When HORÓMETRO INSPECTIONS GROUP LLC has sent inspection personnel to the agreed location and the seller, owner, operator, or site manager:

  • completely denies access to the machinery;

  • prevents the inspection from being carried out;

  • removes or relocates the machinery;

  • does not allow the previously agreed tests to be conducted;

  • or imposes restrictions that make it impossible to complete the inspection,

the service may be classified as:

“Access denied” or “Access to inspection restricted”, as applicable.

When the inability to carry out the inspection is attributable to the seller, owner, or equipment manager, and provided that there is no different circumstance covered in the Refund and Cancellation Policy, the following mechanism may apply:

  • 50% of the service value: will be retained as compensation for mobilization, coordination, personnel time, and incurred operational costs.

  • The remaining 50%: will be granted to the client as credit for a future inspection.

The credit will be valid for 12 months from the date of the original service and may apply to a future inspection contracted with HORÓMETRO INSPECTIONS GROUP LLC.

If the new service has a value greater than the available credit, the customer must pay the corresponding difference.

The credit cannot be converted into cash or transferred to third parties, except with the express written authorization of HORÓMETRO INSPECTIONS GROUP LLC.

When the inspection cannot be carried out due to a decision or circumstance directly attributable to the customer, the applicable conditions will be determined according to the Refund and Cancellation Policy.

12. Pre-loading verification services and loading supervision

The initial inspection and the post-loading verification are independent services.

The contracting of an initial inspection does not automatically include the verification of the equipment before loading or the supervision of the loading.

Pre-loading verification

This service aims to verify, before loading, that the equipment presented corresponds to the equipment previously inspected.

Depending on the contracted scope, it may include:

  • Verification of the serial number.

  • Verification of the model and brand.

  • Verification of the hour meter.

  • Comparison of physical characteristics.

  • Photographic comparison with the original inspection.

  • Visual review of modifications or evident changes.

  • Updated photographic record.

  • Confirmation of the inspection code or identification, when applicable.

The result will be documented in a verification record or report.

Loading supervision

When contracted, HORÓMETRO INSPECTIONS GROUP LLC may supervise the equipment loading process in person.

The specific scope will depend on the contracted quote and may include:

  • Verification of the equipment's identity before loading.

  • Photographic record.

  • Documentation of the loading process.

  • Visual verification of the equipment's condition before loading.

  • Record of the final position of the equipment.

  • Photographic evidence of the process.

Loading supervision does not constitute a guarantee regarding transportation conditions, subsequent handling, transportation safety, damage during transit, or conditions after the equipment leaves the loading site.

13.Intellectual property

All reports, photographs, videos, and documents prepared by HORÓMETRO INSPECTIONS GROUP LLC are the intellectual property of the company until delivered to the client.

Once the report is delivered, the client may use it for purposes related to their purchasing process.

Reproduction or modification for commercial purposes is not allowed without written authorization.

14.Confidentiality

All information received during the process will be treated confidentially.

We will not disclose client or project information without express authorization, except as required by law.

15. Modifications

HORÓMETRO INSPECTIONS GROUP LLC may update these Terms and Conditions as necessary.

The version published on this website will be the current one.

16. Applicable legislation

These Terms and Conditions will be governed by the laws applicable to the place of incorporation of HORÓMETRO INSPECTIONS GROUP LLC, without prejudice to the mandatory rules that may correspond to the country of residence of the client when applicable.
