Code of Ethics and Independence
In HORÓMETRO INSPECTIONS GROUP LLC we believe that our clients' trust is built through independence, objectivity, transparency, and evidence.
This Code of Ethics establishes the principles that guide our actions during inspections and in all stages related to our services.
1. Independence
We conduct our inspections with total independence.
Our work consists of observing, verifying, documenting, and reporting the condition of the inspected machinery, equipment, or vehicle, without favoring the buyer, seller, manufacturer, intermediary, or any other party involved.
We do not represent the seller or the manufacturer.
We do not receive commissions for the sale of the inspected equipment.
Our professional responsibility is exclusively to the client who hires the service.
2. Objectivity
Each observation included in our reports must be based, as much as possible, on:
Visual evidence.
Tests conducted during the inspection.
Measurements taken.
Photographs.
Videos.
Available technical information.
Identification data of the equipment.
We do not make unnecessary assumptions nor present as facts situations that have not been verified.
When a conclusion depends on information provided by third parties, this circumstance will be indicated when relevant.
Our goal is to clearly differentiate between:
What we observed.
What we were able to verify.
What we could not verify.
3. Transparency
If during an inspection there is any limitation that prevents:
Reviewing a component.
Accessing a certain area.
Conducting a test.
Turning on or operating the equipment.
Taking photographs or videos.
Taking a measurement.
Verifying certain information.
such limitation will be clearly indicated in the report when relevant to the outcome of the inspection.
We prefer to acknowledge a limitation rather than create a false impression of certainty.
A partially completed inspection will be identified as such when circumstances require.
4. Integrity
We act with honesty at all stages of our work.
We do not alter results.
We do not conceal relevant findings.
We do not modify our conclusions to favor commercial interests.
We do not accept instructions intended to change, remove, or distort technical information obtained during an inspection.
The information presented in our reports should reasonably correspond with the evidence obtained during the visit.
5. Identification and traceability of the equipment
The correct identification of the equipment is a fundamental element of our process.
During an inspection, we will seek to record, when available:
Brand.
Model.
Serial number.
Identification number.
Hour meter.
Engine number or identification.
Particular physical characteristics.
Detailed photographs.
Other elements that allow differentiating the equipment.
HORÓMETRO INSPECTIONS GROUP LLC may assign a unique inspection code that relates the equipment to the report, photographs, videos, and other documentation generated during the service.
When there is express authorization from the owner or responsible party of the equipment, an identification label or sticker with that code may be placed.
This identification will have an exclusively documentary and traceability purpose.
It does not constitute a guarantee that the equipment will remain without modifications, repairs, substitutions, or alterations after the inspection.
6. Evidence and documentation
We consider documentary evidence an essential part of a professional inspection.
Whenever the conditions of the site allow, we will seek to obtain photographs and videos that support the observations made.
The quantity and characteristics of the evidence will depend on the contracted scope, safety conditions, permitted access, and available time.
The evidence must reasonably represent the conditions observed during the visit.
Material obtained on a different date should not be presented as evidence of the inspection without clearly identifying its origin and date when relevant.
7. Access and collaboration of the seller
We respect that the machinery and equipment belong to their respective owners or are under the responsibility of third parties.
For this reason, any access to the machinery, testing, measurement, photography, video, or inspection procedure will be subject to the corresponding authorizations and the safety conditions of the site.
If the seller, owner, operator, or person responsible for the site restricts or prevents part of the inspection, such circumstance will be documented.
The refusal to allow an inspection may represent a risk factor for the purchasing process, but HORÓMETRO INSPECTIONS GROUP LLC will not present such refusal, by itself, as evidence that the machinery has defects, damages, or false information..
Our responsibility is to objectively report what occurred.
8. Independence in the face of conflicts of interest
HORÓMETRO INSPECTIONS GROUP LLC will seek to identify and avoid situations that may compromise its independence.
When there is a real or potential conflict of interest that may significantly affect the objectivity of an inspection, we may:
Inform the client.
Request additional instructions.
Modify the scope of the service.
Reject the inspection when necessary to preserve our independence.
We do not accept payments, commissions, incentives, or benefits from the seller intended to influence the outcome of an inspection.
5. Confidentiality
All information received from our clients will be treated confidentially.
Photographs, videos, documents, reports, and commercial information provided by the client will not be disclosed to third parties without authorization, except for:
Legal requirement.
Obligation of a competent authority.
Legitimate need related to the provision of the service, when applicable.
Express authorization from the client.
The information obtained during an inspection will be used solely for purposes related to the contracted service, unless otherwise authorized or required by law.
6. Professionalism
Each inspection is carried out with a technical, organized, and documented approach.
Our goal is to provide clear, useful, and understandable information that facilitates decision-making.
We strive to use consistent procedures and appropriate checklists for each type of machinery, equipment, or vehicle.
When a test or procedure cannot be performed, we will strive to indicate it clearly.
11. Safety
The safety of our inspectors, the present personnel, and the inspected equipment takes priority over the performance of any test.
We will not perform procedures that we consider reasonably dangerous or that exceed the safety conditions available at the site.
When safety conditions do not allow for a specific test to be performed, such limitation may be recorded in the report.
The decision not to perform a test for safety reasons does not constitute a deficiency in service when such decision is reasonable given the circumstances.
12. Inspection and subsequent condition of the equipment
An inspection represents the conditions observed on a specific date and time.
Once the inspection is completed, HORÓMETRO INSPECTIONS GROUP LLC does not control the equipment.
The seller or owner may subsequently:
Repair it.
Modify it.
Replace components.
Operate it.
Transport it.
Damage it.
Alter its conditions.
Replace it with another equipment.
For this reason, our conclusions are limited to the condition observed during the inspection.
We will not assert that a subsequent condition of the equipment existed during our visit if we do not have evidence to demonstrate it.
13. Pre-loading verification
When the client needs to confirm that the equipment to be loaded corresponds to the same equipment previously inspected, we recommend hiring our additional service of Pre-loading verification.
This service may include:
Verification of the serial number.
Verification of the model and brand.
Verification of the hour meter.
Comparison of photographs.
Comparison of physical characteristics.
Verification of the inspection code.
Updated photographic record.
Identification of obvious visual changes.
The initial inspection does not, by itself, constitute a certification that the equipment subsequently presented for loading is the same equipment inspected.
Pre-loading verification is an independent service that must be contracted according to the corresponding quote.
14. Loading supervision
When the client hires the service of Loading supervision, HORÓMETRO INSPECTIONS GROUP LLC may document in person the preparation and loading process of the equipment according to the contracted scope.
The supervision may include:
Identification of the equipment.
Photographic record.
Visual verification prior to loading.
Process documentation.
Record of the final position of the equipment.
The supervision of the loading does not represent a guarantee regarding subsequent transportation, handling, damage during transit, or conditions after the equipment leaves the site.
8. Continuous improvement
We seek to constantly update our technical knowledge and our processes to offer an increasingly reliable service.
We review our procedures, checklists, and documentation methods with the aim of continuously improving the quality of our work.
Each inspection also represents an opportunity to identify areas for improvement in our processes.
16. Professional responsibility
When a client hires an inspection, they place their trust in our technical judgment.
We take that responsibility seriously.
Our goal is not to convince you to buy or reject a machine.
Our commitment is to provide you with objective, documented, and transparent information so that you can make the decision you consider most appropriate.
We do not replace the client's commercial, financial, or legal judgment.
We provide technical information to support your decision-making process.
17. Compliance with this Code
All services provided by HORÓMETRO INSPECTIONS GROUP LLC must strive to comply with the principles established in this Code of Ethics and Independence.
When an exceptional situation prevents the full application of any of these principles, we will seek to document the circumstance and act in a reasonable, transparent, and professional manner.
This Code may be updated periodically to reflect improvements in our processes and service standards.
